This is an interesting question. Which screen reader are you using? I'm using NVDA 2015.4. I don't recall hearing the "english US" message upon closing a program but I often hear it as soon as I press

You're right; I've noticed that the shutdown sound seems to be nonexistent in Windows 10 and I don't recall finding a setting to bring it back in the Sounds section of Control Panel. Also, I don't see

OE & win10?
I may be wrong but getting Outlook Express to run under Windows 10 would probably involve more drama and more risk than is worth pursuing. I believe Outlook Express came bundled with Internet Explorer
