If anyone has a desperate need to have this bug fixed, a patch has already been made, it's just not yet being pushed out via Windows Update, but will be.

Are you sure you meant build 19041? Build 20257 is not 2004 - it is an Insider dev channel build.

Well, the Dell here told me that they do not have a unlimited return or refund policy.

Never seen that setting there, but have seen it in
control panel, sounds, recording tab menu.
All setting for microphone even properties can be found there.

He could also do the cloud reset feature, that does a clean install from files downloaded from microsoft, and intigrates all updates.
