If you have edge on your desktop or in the task bar, do the following
Highlite one of them,
Right click, or shift f10 to open the contectual menu,
Arrow down to properties and hit

I can't answer that question, as I have Chromium browsers in particular occasionally open with the window not maximized even though I always keep them maximized and am using the "start
