If you're running Jaws, do you have Forms mode set to automatic in Edge? If so, this'll make a difference how you navigate Edge settings.
Try opening Settings, now tab 1 time and now

I just tried your steps and cannot reproduce this on my end (NVDA reads information as I press Tab and when performing object navigation commands to read system details.

For additional clarity, once you've opened Edge Settings, you're in the Search Settings edit box. Tab once, and you will be in the list of panes, and I can't say where because it will remember where
